Penn Hills, Monroeville, Bethel Park, Ross, Shaler, Plum, Wilkinsburg and a great many others are separate municipalities with their own code enforcement, permitting, fees and inspection sequences. An application filed with the wrong office is not forwarded to the right one.
How Do I Confirm It?
The County Relief Reaches All of Them
The useful counterpoint. Catastrophic loss relief is administered at county level by the Office of Property Assessments, and it applies to property in every municipality within the county rather than only in the city.
The threshold is a diminution in real property value of fifty per cent or more from fire or other natural disaster, and the window is six months from the date of the loss or the remainder of that calendar year, whichever is longer. Do Suburban Owners Miss It More Often?
We publish no permitting requirements, fees or timelines for the individual municipalities. There are far too many and they differ substantially, and each will quote its own position for your address.
Newer Stock, Different Structural Answer
Much of the suburban housing here is post-war and later, which changes what a fire does to it.
Engineered roof trusses and floor systems are efficient and unforgiving. Once heat has compromised the connections they come out whole rather than being repaired in sections, so a fire reaching the roof structure in a newer suburb more often produces a rebuild than the same fire in a pre-war city neighbourhood.
Foundations vary by era, and where a house sits on a slab, heat damage to it is invisible. That is the largest single unknown on newer stock and what buyers discount most heavily for.

Worth stating because people associate it with the valleys. Historic workings extend under a good deal of suburban Allegheny County, and several townships publish guidance to residents about it precisely because it is not obvious from the surface.

The Numbers That Cross Every Municipal Line
Catastrophic loss relief requires a 50 per cent or greater diminution in real property value, must be filed within six months of the date of loss or the remainder of that calendar year, and produces a credit from all three taxing bodies. A determination carries a 30-day appeal right with no fee.
Allegheny County has not reassessed county-wide since 2012 and values property by its condition as of 1 January. On the subsidence side, more than 1 million Pennsylvania buildings sit over abandoned workings, and the state fund dating from 1961 covers from $5,000 to $1,000,000.

Yes, throughout the county. It is not a City of Pittsburgh provision and suburban owners overlook it for exactly that reason.
