Pittsburgh is built across river valleys and hillsides, and a substantial number of properties sit above or below their street, on slopes, or behind retaining walls somebody has to maintain.
After a fire that governs demolition access, equipment costs, foundation work and how much of a rebuild budget disappears before anything goes up. It is the most consistently underestimated line on offers made from photographs.
Building Age Runs Earlier Than Most Cities
A great deal of this housing predates the Second World War and a good deal of it predates the First. That is favourable after a fire more often than owners expect, because older dimensional framing chars rather than failing at connections and can frequently be assessed and retained in sections.
And the Municipal Map Is Unusually Fragmented
Allegheny County contains a very large number of separate boroughs, townships and cities, each with its own code enforcement and permitting. A postal address saying Pittsburgh frequently means somewhere that is not the City of Pittsburgh.
