The Relief Is Worth More to You, Not Less
A counterintuitive point and the most useful one on this page.
Catastrophic loss relief reduces the assessment on a property whose value has been diminished by fifty per cent or more, with a credit from all three taxing bodies running from the date of the loss to the end of the calendar year. It costs nothing to apply for.
Where a property is modest and the sale proceeds are modest, that relief is a larger share of what the whole episode is worth to you. Owners in expensive neighbourhoods can afford to overlook it. Where the Repair Beats the Rebuild by More
Rebuild costs do not fall in proportion to values. Demolition, foundations, framing, roofing and services cost broadly what they cost across the county, whether the finished house is worth a great deal or not very much.
The consequence is that on lower-value stock the gap between repairing and replacing is proportionally wider than in the eastern neighbourhoods. A house that can be repaired is worth much more relative to one that cannot, here more than anywhere.
So the Structural Assessment Matters More?

Terrain Cuts Through Here As Well
Much of this ground is sloped, with the access consequences that come with it. A property reachable only by steps or served by a narrow lane changes what demolition and delivery cost, and on tighter arithmetic that difference is proportionally larger.
It is another reason to prefer a buyer who has stood on the site over one who has quoted from a map.

The Numbers That Matter Most Here
Relief requires a 50 per cent or greater diminution in real property value, must be filed within six months of the date of loss or the remainder of that calendar year, and produces a credit from all three taxing bodies running from the loss to the year end.
A determination may be appealed within 30 days at no fee. Allegheny County has not reassessed county-wide since 2012 and values property by its condition as of 1 January, which is precisely why the provision exists.
The subsidence position matters here too. Over 1 million Pennsylvania buildings sit above abandoned mines, and the fund created in 1961 has paid more than $47 million in claims, offering cover from $5,000 to $1,000,000 at about $41.25 a year for $150,000.
